Dr. Swan is a founding Principal of Exeter Associates and a senior
economist with over 30 years of experience. For the last 25 years,
Dr. Swan has practiced as a consultant, specializing in energy supply
and demand analysis, utility cost allocation and rate structure design,
utility contract negotiation, antitrust policy, and public utility
regulation. He has presented expert testimony in utility rate cases before
the Federal Energy Regulatory Commission (FERC) and before numerous state
regulatory commissions. He has also directed major projects for the U.S.
Department of Energy, the U.S. Air Force, and state commissions on such
issues as alternative power supply options, innovative rate structure
experiments and implementation, and electric utility industry
restructuring. Dr. Swan holds a B.S. in business administration from
Ithaca College and a Ph.D. in economics from the University of North
Carolina at Chapel Hill.
