Dr. Martin S. Fullenbaum is a Senior
Consultant at Exeter with 25 years of experience in utility
regulation and energy economics. His expertise is in utility
regulation and ratemaking, including cost-of-service, rate design,
antitrust, municipal profitability, and financial analysis.
Dr. Fullenbaum has prepared power supply simulation studies and rate
design analyses in connection with the power supply portfolio of a
federal agency. Dr. Fullenbaum has participated in studies to gauge
the effect of restructuring upon electric rates, power supply
contract negotiations and supervised rate simulation, optimization
studies for a federal agency. Dr. Fullenbaum has also prepared
avoided cost studies for use in procurement purposes for a federal
agency.
Dr. Fullenbaum has testified on utility
rate of return studies, has testified on planning studies before the
Maryland Public Service Commission, and participated in numerous
aspects electric utility restructuring. The work on restructuring
has included studies to separate distribution from transmission
facilities (pursuant to FERC Order No. 888), stranded cost analyses,
and evaluation of terms and provisions of open access transmission
tariffs.
