Mr. Kahal is currently an independent
consulting economist, specializing in energy economics, public
utility regulation and financial analysis. Over the past two
decades, his work has encompassed electric utility resource
acquisition and planning, power plant licensing and a wide range of
utility financial issues. In the financial area he has conducted
numerous cost of capital studies and addressed other financial
issues for electric, gas, telephone and water utilities. Mr. Kahal’s
work in recent years has shifted to electric utility restructuring,
mergers, and market design issues.
Mr. Kahal has provided expert testimony on more than 250 occasions
before state and federal regulatory commissions and the U.S.
Congress. His testimony has covered need for power, integrated
resource planning, cost of capital, purchased power practices and
contracts, merger economics, industry restructuring and various
other regulatory policy issues. He holds BA and MA degrees in
economics from the University of Maryland and completed all course
work and qualifying examination requirements for the Ph.D.
