Mr. Galligan is a founding member and
Principal in Exeter Associates, Inc. He is an economist specializing
in public utility economics. Areas of expertise include cost
allocation, rate design, market structure, marginal cost analysis,
and revenue requirements. Mr. Galligan has assisted numerous clients
with their acquisitions of natural gas in restructured natural gas
acquisition and transportation markets.
Mr. Galligan has given expert testimony
on more than 100 occasions before more than a 25 federal and state
regulatory authorities. He has testified in electric, gas, and
telephone proceedings on matters which include rate base, revenues,
expenses, average and marginal cost studies, rate design, integrated
resource planning, cost structure, and market design. He has also
prepared reports for state regulatory authorities dealing with
matters of rate design, cost of service, and regulatory standards in
restructured markets. Mr. Galligan has assisted the Defense Fuel
Supply Center, the U.S. Army, and other Department of Defense
installations with their competitive procurements of natural gas and
electricity. Mr. Galligan holds a B.A. and M.A. in economics
from the University of Wisconsin.
